Hallowe'en looms as TRU compliance order deadline

The California Air Resources Board (CARB) reminds model year (MY) 2006 TRU owners: To qualify for compliance extensions, only one day remains before the purchase order deadline for ordering Level 3-verified diesel particulate filters (DPFs) for retrofitting reefer engines.
MY 2006 transport refrigeration unit (TRU) and TRU generator set engines must comply with the TRU regulation’s in-use performance standards by December 31, 2013.  The TRU regulation does not allow compliance extensions if orders for verified diesel emissions control strategies, such as Level 3 DPFs, are placed after October 31 and installation is not completed by Dec 31, 2013.
However, if MY 2006 TRU owners order verified diesel emissions control strategies (VDECS), such as Level 3 DPFs, by the end of October, installation by the end of 2013 is possible.
More importantly, if a Level 3 DPF is ordered before October 31 and delivery or installation is delayed so compliance cannot be met by the end of 2013, this situation may qualify for a compliance extension.
To qualify for compliance extension:
•Purchase orders for Level 3 DPFs must be placed by Oct 31, 2013.
•The TRU must be registered in CARB’s Equipment Registration (ARBER) system.
•An application for extension must be submitted to CARB with the required documentation by Dec 31, 2013.
MY 2006 TRU owners that place orders for Level 3 VDECS after October 31 will not qualify for this compliance extension if they discover they cannot comply by December 31 due to delays in delivery or installation.
TRU replacement engines may still be available for delivery and installation by Dec 31, 2013, if orders are placed soon.  However, the purchase order deadline for ordering replacement engines and units has already passed—it was August 31, 2013.  Therefore, if replacement engines or units are ordered after August 31 and installation is delayed until after December 31, a compliance extension will not be granted.
